VoIP enabled PBX systems (or IP PBX) is low cost for business voip solutions as updates are done through softwares and not hardware.
I am a FORMER user of Voipbuster and Netappel. The biggest problem I had with them was the constantly changes costs and rules. I felt like I was playing shell game. Free call countries would change regularly, the amount of money to get off of trial setup changed. When I started, the time would expire with loss of funds. I realize many of these things have change, perhaps for the better... I just tired of trying to figure out what would change next. It was even hard to figure out WHAT company you were actually dealing with. To me this was a big negative, I like to know who I am dealing with and what the rules are. I evaluated them for about 3 or so months then just started using Skype exclusively.
Voip solutions are recommended for small businesses as a voip pbx phone system because its cheap. Some voip software are voip predictive dialer or auto dialer whereas others run off voip servers.

Voip Provider Opinion:
Rebtel probably works off voip servers thus no need for voip dialers to be installed. No download and installation means no adware or spyware risk. Thus no requirement of a PC when you are on the move. You can even use your mobile phone. Rates are free for most countries. Simply no negatives not to try. Definitely recommended.
